PAFO, parties in secret talks

KAMPALA- The Parliamentary Advocacy Forum (PAFO) has so far
held two meetings with the Group of Seven (G7) main
political parties in the country.

The latest meeting took place, Wednesday night, at Fang
Fang Restaurant in Nakasero, Sunday Monitor has established.

PAFO is a parliamentary caucus that is opposed to the
lifting of the two five-year presidential terms as provided
for in Article 105 (2) of the Constitution.

Bugabula South MP, Proscovia Salaam Musumba, PAFO’s
publicity secretary confirmed the development on February
12. The G7 comprises; Uganda Peoples Congress (UPC),
Democratic Party (DP), Justice Forum (JEEMA), Reform Agenda
(RA), The Free Movement (TFM), National Democrats Forum
(NDF) and Conservative Party (CP).

Sources say PAFO Chairman, Augustine Ruzindana attended the
Fang Fang meeting. Other PAFO members at the meeting were
Ms Musumba and Capt. Guma Gumisiriza.

The G7 representatives at the meeting included Mr Henry
Mayega (UPC), Mr Peter Walubiri (UPC), Mr Chapaa Karuhanga
(NDF president), Dr John Jean Barya (TFM) and Mr Geofrey
Ekanya (Reform Agenda).

Dr Barya, a Makerere University faculty of law professor
heads a 13-member committee that is involved in talks with
a 25-member government committee headed by National
Political Commissar (NPC) Dr Crispus Kiyonga.

Ms Musumba said that PAFO is talking to the G7 with a view
to draw an alternative political roadmap.

She said that government should guide the roadmap for the
political transition; from Movement to multiparty and from
President Yoweri Museveni to another president in 2006.

However, Musumba who is also chairperson of the
presidential and foreign affairs committee in Parliament
said that should government fail to draw an honest and
clear roadmap, PAFO would be glad to lead the way.

She said that PAFO is in position to propose a healthy
legislative calendar, providing dates as to when one
particular political activity should take place. She said
if government fails, PAFO might sponsor a private members
bill in Parliament to bridge the gap.

Mr Asumani Basalirwa, chairman of the Young Justice Forum
(JEEMA), and a member of the G7 negotiating team said in an
interview on February 13, that his group would maintain
links with all democratic forces.
